The framework, presented in Dubai, expands fire‑impact assessment beyond response times to long‑term consequences.

Dubai – On 8 October 2026, the United Arab Emirates introduced the Global Fire Incident Footprint Framework at a forum organized by the Federal Authority for Ambulance and Civil Defence, according to Gulf News.

What happened

The framework was unveiled in Dubai by officials including Ahmed bin Ali Al Sayegh, the Minister of Health and Prevention and Chairman of the authority. It was developed with input from more than 70 international leaders and experts. The new model assesses fire impacts across four dimensions: Economic Impact Footprint, Human and Environmental Footprint, Critical Systems Footprint, and Trust and Global Reputation Footprint. These dimensions track direct and indirect effects on individuals, communities, economies, essential services and public confidence.

What the reports add

Gulf News notes that the framework moves away from traditional operational metrics such as response time and containment time, focusing instead on long‑term consequences like economic losses, health and environmental harm, business continuity, and the global reputation of cities and countries. Lieutenant Colonel Dr Essa Ahmed Al Mutawa, Director of the General Department of Artificial Intelligence and Assistant Commander‑in‑Chief for Smart Services at Dubai Civil Defence, highlighted that the approach also evaluates the “footprint each fire leaves on the economy, people, nature, infrastructure and a country's image.” He referenced a study that examined three major fire incidents – two in California and one during Australia’s Black Summer – producing “unexpected” results.

What was said

Al Sayegh told Gulf News, “Developing emergency response systems is no longer limited to responding swiftly to incidents and bringing them under control. It requires a comprehensive understanding of their impacts and repercussions on people, society, the economy and the environment, as well as the development of proactive capabilities that help mitigate risks and strengthen the continuity of critical sectors.”

Al Mutawa added, “It also looks at the footprint each fire leaves on the economy, people, nature, infrastructure and a country's image.”

How it came about

The framework builds on the UAE’s broader push for integrated emergency services and proactive risk management, a theme echoed in recent Felo News coverage of the nation’s health, resilience and investment strategies. Earlier reports highlighted the UAE’s emphasis on preparedness, technology investment and adoption of global expertise across sectors.
