Los Angeles luxury condo developer stops paying HOA utilities, risking shutdown

Greenland USA has not paid HOA dues since 2018, prompting utility shut‑off warnings and lawsuits.

Residents of the Metropolis luxury condo towers in downtown Los Angeles fear loss of electricity and water after developer Greenland USA stopped paying homeowners‑association (HOA) fees, according to court filings reported by the New York Post.

The towers, located near the Crypto.com Arena and the LA Convention Center, have accrued $6.8 million in unpaid HOA assessments. An email from property manager First Service in June 2019 warned that the HOAs were "now officially out of money" and that utilities were "at risk of being shut off."

Long‑time resident Oleg Pariser said the developer gave itself an abatement exempting it from paying dues on roughly 300 unsold units, leaving Tower I with less than $200,000 in reserves against a $4 million operating budget. Greenland USA has not paid any HOA dues since 2018.

Attorney and CPA Chad Cummings, who is not involved in the case, said the developer‑appointed board members have a fiduciary duty to act in homeowners’ interests and could face personal liability for prioritising the developer.

The dispute has led to multiple lawsuits, HOA liens and a "desist and refrain" order from California’s Department of Real Estate, which bars Greenland from selling additional units.
