Dubai Municipality announced that shared‑housing properties are exempt from the usual minimum car‑parking requirement, according to a circular released on 7 October 2026.

Owners of such units are still obliged to follow Dubai Building Code rules for any use of adjacent road‑reserve areas, which must be approved by the Roads and Transport Authority. The exemption applies to both new developments and existing buildings that are modified for shared accommodation, with compliance required by 8 September 2027.

While car‑parking quotas are waived, the rule mandates bicycle parking equal to at least 10 percent of the building’s total occupants. For a 100‑occupant block, ten bicycle spaces must be provided, potentially within the road reserve after RTA approval.

Violations of the new regulations can attract fines ranging from Dh 500 to Dh 500,000.
