Dubai Municipality approves shared housing in 44+ areas, sets new compliance rules

The new guide outlines standards for individual and family shared accommodation and gives owners a year to regularise existing units.

Dubai Municipality announced that more than 44 areas across the emirate will permit buildings and villas to be used for shared accommodation, according to a circular released on Wednesday.

What happened

The circular lists Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga among the approved zones, with additional locations to be added once approved. Areas such as Bani Yas Road, Sheikh Zayed Road, Jumeirah Road and Al Wasl Road are designated for family‑only sharing. The municipality issued a Planning and Building Requirements Guide for Shared Housing, which implements Law No. (4) of 2026.

Gulf News added that owners and leasing companies have a full year, starting 8 September 2026, to regularise the status of buildings currently used for shared housing. Gulf News also warned that the compliance period does not exempt owners from fixing violations, unauthorised changes of use or other safety risks.

The move follows a broader regional push to regulate shared and bachelor housing, echoing Ajman's pilot scheme announced on 29 September 2026 (Ajman pilot). Earlier in the year, Dubai introduced Law No. (4) of 2026 to formalise occupancy and management rules for shared housing, building on a February 2026 law that set permits, leasing and safety standards.
