The study, announced in Abidjan, will assess online authentication using existing civil‑registry and health data.

Côte d’Ivoire announced on Monday that a feasibility study for a national digital identity wallet and authentication platform has begun in Abidjan, according to Biometric Update.
What happened
The government will examine how citizens and residents can be authenticated online and how civil‑registry data, administrative records and electronic credentials can be verified for service access and legal compliance. The study will review current systems, consult stakeholders, compare technical scenarios and assess sustainability, with an implementation roadmap due by January 2027.
What the report adds
Biometric Update notes that the project will build on existing infrastructure, including the National Register of Natural Persons, the National Office of Civil Status and Identification, health‑insurance databases and national cybersecurity systems. It also references a 2025 contract with Cybernetica for a Unified eXchange Platform (UXP) that already enables real‑time data exchange among public bodies.
What was said
Digital Transition and Technological Innovation Minister Djibril Ouattara said the study should deliver “a clear, realistic and operational roadmap from diagnosis to implementation.”
How it came about
The initiative is part of Côte d’Ivoire’s broader digital transformation plan, which aims to complete digital public infrastructure by 2030 under the National Digital Development Strategy. Earlier this year the country deployed its first national public‑key infrastructure, replacing foreign certificate authorities and creating a domestic trust anchor for digital services. The government also set a target of 700 online public services by 2029, with a recent workshop identifying 59 high‑impact services for priority digitisation.
