Foreign Secretary Ed Miliband announced 38 new UK sanctions against Russia during a visit to Ukraine on October 8, 2026, speaking at the site of a Russian missile strike in Pryluky, Chernihiv, where 22 civilians were killed.
The package targets Russian oil companies, shadow‑fleet tankers, three cryptocurrency exchanges, two payment platforms and 17 firms supplying machine tools and electronic components for missile and drone programmes. It expands coverage to more than 90% of Russia’s oil production capacity and adds 12 shadow‑fleet vessels, bringing the total sanctioned tankers to over 600.
Miliband also unveiled a dedicated Kyiv Business Centre to help British SMEs establish a permanent presence in Ukraine.
