U.S. envoy Steve Witkoff said on Friday that a meeting in Miami involving the United States, Ukraine and the European Commission – described as the “E3” – produced “constructive discussions” on ways to de‑escalate the Russia‑Ukraine war before winter. The talks covered energy resilience, grain exports, security guarantees and longer‑term arrangements for European security, as well as Ukraine’s post‑war reconstruction and possible EU accession.
U.S. Secretary of State Marco Rubio warned that the conflict had reached a dangerous stalemate and that escalation was a possible outcome if a negotiated settlement failed. He told reporters that the other way stalemates end is through escalation, raising concerns about spill‑over into NATO neighbours.
Witkoff’s statement came after Russian President Vladimir Putin told President Donald Trump that resuming talks was unlikely, citing recent drone attacks on Moscow during parliamentary elections.
