A disabled man identified only as CPH, paralysed from the waist down and using one arm, received a £20,000 payout from Redbridge Council after being forced to drag himself across the floor to reach a toilet in council‑provided accommodation.
CPH, who had been housed by the council since at least 2020, could not access the bathroom from his wheelchair, meaning he had to crawl to the toilet and shower. He also struggled with the shared kitchen and laundry facilities. Despite an adult social care record in August 2023 confirming his eligible care needs, the council’s occupational‑therapy assessment suggested a “wheeled shower commode” in his bedroom rather than accessible accommodation.
Bindmans solicitors hired an independent occupational therapist who concluded that fully adapted, wheelchair‑accessible accommodation was required. After a second urgent judicial review in July 2025 alleging breaches of the Care Act 2014, the European Convention on Human Rights and the public sector equality duty, Redbridge Council settled, offering alternative accommodation and paying £20,000.
