Mayor Zohran Mamdani told reporters on Oct. 9 that he spent two hours trying to negotiate the release of Oscar Belgal, a 28‑year‑old Dominican migrant shot by an ICE agent in Marble Hill, Bronx, on Oct. 8.
What happened
At about 4 p.m. on Thursday, an ICE officer fired at least seven rounds, striking Belgal in the neck as he sat in a gray Honda CRV with a five‑year‑old child inside. NYPD cameras captured the vehicle backing into a parking spot and a plain‑clothes federal officer approaching with his gun drawn. The child was unharmed. After being taken to NewYork‑Presbyterian Allen Hospital, Belgal was transferred to unmarked ICE vehicles.
