Hollywood receives unprecedented government support as Paramount settlement passes

Paramount reached a settlement that ties the studio to extensive government oversight, according to Variety.

The deal, announced after California Gov. Gavin Newsom pushed for a resolution, mandates five years of monitoring, a requirement to release at least 30 films annually, and a clause that would quadruple U.S. production if a federal film incentive is adopted.

Paramount CEO David Ellison had sought an unrestricted acquisition of Warner Bros. Discovery, but the settlement imposes state‑level conditions. California Attorney General Rob Bonta, who initially sought to block the merger, later announced behavioral remedies, including the production quotas and a separate negotiation of cable carriage contracts for Paramount and Warner Bros. Discovery.

"The American government has never done this," said Stephen Galloway, dean of Chapman University’s film school, as quoted by Variety. "They’re saying, ‘How can we prevent you from being damaged?’"

Paula Blizzard, Bonta’s antitrust chief, explained that structural remedies are preferred because they allow the government to intervene in market structure and then withdraw.
