At the RTS London Convention, Sony Pictures Television’s international production chief Wayne Garvie suggested a merger between the BBC and Channel 4 could give the public‑service broadcaster a financial boost of more than £1.3 billion and help the commercially‑funded network survive a shrinking advertising market. Garvie said Channel 4 could become the BBC’s commercial arm while retaining its own identity.

He added that the market was changing rapidly and that a merger was “probably going to happen” because “it’s very difficult to see how Channel Four survives in its present form.” Garvie was joined on the panel by Roku U.K. head Richard Halton and Hearst Network’s U.K. manager Heather Jones.

Earlier in 2024, reports surfaced that the idea could add more than $1.3 billion to the BBC’s coffers and allow Channel 4 to cut costs, freeing up budget for new programmes. The Guardian had reported a model in which Channel 4 would operate as a semi‑independent entity under BBC Studios. A BBC spokesperson had said there were no ongoing discussions about a merger.
