UK declines to join Canada‑led Defence, Security and Resilience Bank
London will work with Ottawa on a partnership framework while pursuing its own Multilateral Defence Mechanism.

The British government has turned down Ottawa’s invitation to join the international Defence, Security and Resilience Bank (DSRB), saying it will instead cooperate with Canada on defence spending goals, the Canadian Press reported.
What happened
Canada had been lobbying the United Kingdom for months to become a member of the DSRB, a fund intended to lower borrowing costs for allied military projects by pooling credit strength. On 25 October, the UK announced it would not become a member.
What the reports add
The statement noted that Britain is developing a separate initiative called the Multilateral Defence Mechanism. Both governments issued a joint media release saying they have agreed to create a framework for cooperation between the two banks, describing the institutions as “distinct but complementary.”
What was said
London said it would work “in lockstep” with Canada to meet NATO spending targets, while Ottawa highlighted the DSRB’s support from Belgium, Turkey and Ukraine.
How it came about
The DSRB, based in Canada, was launched earlier this year to streamline defence financing among allies. Canada’s recent push for deeper security ties with the UK, including a bid to join the Joint Expeditionary Force, underscores Ottawa’s broader strategy to diversify its defence partnerships.
