Zelenskyy says US‑imposed Starlink speed caps cripple Ukraine’s drones
President Volodymyr Zelenskyy alleges a US‑mandated restriction on SpaceX’s Starlink service has halted Ukrainian drone operations and weakened air‑defence.

President Volodymyr Zelenskyy has accused the United States of restricting access to SpaceX’s military‑grade Starlink service, saying the move has crippled Ukrainian drone strike missions and air‑defence systems.
What happened
On Tuesday night, Ukraine’s military reported that Starlink terminals moving at speeds above 100 mph (160 km/h) stopped working. The restriction, which Kyiv says was imposed without any explanation from the United States, rendered most of its frontline drones inoperable and hampered air‑defence units that intercept Russian Shahed drones travelling at roughly 200 mph.
What the reports add
The Guardian notes that the speed cap affected terminals used on drones that guide mid‑range strikes behind the front line, while longer‑range missions that have hit Russian oil refineries remain unaffected. It also explains that Starshield, a Pentagon‑run SpaceX unit, provides the encrypted communications that enable such military use, whereas the commercial Starlink service is limited to defensive or civilian applications.
What was said
Elon Musk told the Guardian that any disruption to Starshield‑linked services in Ukraine is the responsibility of the US government, not SpaceX, adding, “Starshield systems are owned and controlled by the US government. Any limits on speed or usage are decided by them.”
How it came about
Earlier reporting by Felo News on 14 October documented overnight speed caps on military‑grade Starlink terminals that forced mission cancellations in the Zaporizhzhia region. Those caps, applied to terminals moving faster than 100 mph, were similarly described as unannounced by Ukrainian officials. The current restriction follows a series of SpaceX launches that have expanded the Starlink constellation, including a 27‑satellite Falcon 9 launch on 12 October.
