U.S. Immigration and Customs Enforcement (ICE) has awarded Thomson Reuters Special Services a five‑year data and analytics agreement worth up to $125 million, following a reversal of a previously announced sole‑source plan. The blanket purchase agreement, identified as 70CMSD26A00000008, runs through September 29, 2031 and is tied to Thomson Reuters’ General Services Administration Multiple Award Schedule contract.

ICE had initially sought a sole‑source award after a market study identified seven small and ten large firms capable of providing the required services. In July, the agency announced its intent to award the contract to Thomson Reuters without competition. However, on August 12, ICE updated its contracting notice, stating that it no longer intended to sole source the requirement. By August 15, the agency had withdrawn the sole‑source plan and released a competitive solicitation expected to be issued on August 24.
