Guinea-Bissau’s military government announced on Thursday that former President Umaro Sissoco Embaló will not be allowed to re‑enter the country, citing insufficient security and public‑order conditions. Embaló, who ruled from 2020 to 2025 and has lived in exile in Morocco since the military seized power in November 2025, had planned to return on Oct. 4 and said he would contest the December elections aimed at restoring civilian rule. The military command issued a statement after a meeting of senior officers, asserting the measure is needed to safeguard national security. Embaló responded that he will still run, urging judicial authorities to assess his candidacy impartially. The junta noted that an August referendum approved sweeping constitutional changes, expanding presidential powers and reducing the size of parliament.
